[Avila] Flashing the GW2348-4 Card

Hello,
We are trying to flash the Redboot binary onto the GW2348 board. We used the
JTAG programmer on a Windows 98 machine. We never had any problems until
recently. Now, when we run the flash.exe with our RB64.bin file, we get an
error saying "No IXP processors found".

We tried booting Win98 in safe mode command prompt. It worked well for one
board. We tried a second board and it is giving the same problem of no IXP
processor found. 

Has anyone seen such kind of issues?
