[Avila] disable console and the NPEs in RedBoot

Tim,
I tried setting 'CYGNUM_HAL_ARM_IXP425_SERIAL_CHANELS' to 0 (zero) already
and that didn't work. There is still output on the serial port. I don't
understand why that wouldn't work, looks cut and dry.
I also don't see anything to do with the NPEs in this file
(packages/hal/arm/xscale/ixp425/current/cdl/hal_arm_xscale_ixp425.cdl). I
have seen general RedBoot options for networking and tried those and they
seemed to work as far as accessing the board when RedBoot is running, but
the LEDs are still illuminated. This is of course cosmetic and something
we'd really like to do if we can. I'll post back if I find something and
also let me know if you have any other thoughts. Thanks Tim.
Travis
