[Avila] DST 2007 changes

Greetings,

Has anyone figured out how to patch snapgear to handle the change to daylight
savings time that occured this year?  My understanding is that the older glibc
that snapgear is using would need a patch to know how to interpret a timezone
(TZ) specification that usues daylight savings.

I figured I would ask here before diving down into the old glibc code in
snapgear.  Alternatively I wish I could figure out how to snapgear with an
updated toolchain's glibc.
